Starting a business in Cyprus has never been more popular. The Department of the Registrar of Companies and Intellectual Property recorded 18,858 new company registrations in 2025, up 26.5% from the year before. But here's the problem: most company formation guides walk you through name approval, tax registration, and bank accounts, then just stop. They skip insurance entirely.
That's an expensive oversight. In February 2026, the Cyprus Mail reported that 31,190 out of 66,711 registered employers (roughly 47%) operate without mandatory employers liability insurance. Non-compliance is a criminal offence in Cyprus, with penalties that include fines and imprisonment.
This guide fills that gap. It covers every insurance type your Cyprus business needs: three mandatory coverages required by law plus five recommended policies. You'll find real costs, specific legal citations, and a step-by-step checklist tied to your company registration timeline. What Insurance Do You Need to Start a Business in Cyprus?
Most entrepreneurs focus on company formation steps like name approval, memorandum filing, and tax registration. The official startup checklist on businessincyprus.gov.cy mentions social insurance registration but says nothing about employers liability, public liability, or professional indemnity insurance.
That leaves a blind spot. With thousands of new businesses launching every year, many owners start operating without the right cover. Here's a quick breakdown of the eight insurance types relevant to Cyprus businesses:
Two mandatory commercial policies (purchased through a broker):
Employers liability insurance
From EUR 75/yr. Required for any employer with staff working 8+ hours per week.
Motor vehicle third-party insurance
From EUR 180/yr. Required for any business that owns or operates vehicles.
One mandatory state contribution (handled by your accountant, not a broker):
Social insurance contributions
15.4% of each employee's gross salary, paid by the employer to the Social Insurance Office.
Five recommended commercial policies (based on your industry):
Public liability insurance
From EUR 250/yr. Covers claims from clients, visitors, or the public injured on your premises.
Professional indemnity insurance
From EUR 378/yr. Mandatory for lawyers, accountants, architects, and other regulated professions.
Cyber insurance
From EUR 58/yr as an add-on. Covers data breaches, ransomware, and GDPR fines.
Directors and officers (D&O) insurance
Protects company directors from personal liability for business decisions.
Business property and interruption insurance
Covers fire, flood, theft, and loss of income after an insured event.
Mandatory vs Recommended Business Insurance
| Insurance Type | Legal Status | Who Needs It | Starting Cost |
|---|---|---|---|
| Employers Liability | Mandatory (Law 174/1989) | Any employer with staff 8+ hrs/wk | EUR 75/yr |
| Motor Vehicle | Mandatory (Cap 333) | Businesses with company vehicles | EUR 180/yr |
| Social Insurance | Mandatory | All employers and self-employed | 15.4% of payroll |
| Public Liability | Recommended | Client-facing businesses | EUR 250/yr |
| Professional Indemnity | Mandatory for regulated professions | Lawyers, accountants, architects | EUR 378/yr |
| Cyber Insurance | Recommended | All businesses handling data | EUR 58/yr add-on |
Costs are starting estimates. Your actual premium depends on industry, employee count, and risk profile.

What Are the Mandatory Insurances for Businesses in Cyprus?
Employers Liability Insurance
The Employer's Liability (Compulsory Insurance) Law 174/1989 requires every employer in Cyprus to hold employers liability insurance if they employ anyone working eight or more hours per week. This applies regardless of whether your business is a limited company, partnership, or sole trader with staff.
The Department of Labour Inspection sets the minimum coverage amounts: EUR 160,000 per employee, EUR 3,415,000 per incident, and EUR 5,125,000 per insurance period.
Motor Vehicle Insurance
If your business owns or operates any vehicles, the Motor Vehicles (Third Party Insurance) Law Cap 333 requires minimum third-party insurance. The legal minimums are EUR 38.6 million for bodily injury and EUR 1.3 million for property damage per incident.
Social Insurance Contributions
Every employer and self-employed person must register with the Social Insurance Services and pay contributions. Employers pay a combined rate of 15.4% of each employee's gross salary.
Is Employers Liability Insurance Compulsory in Cyprus?
This isn't some technicality that gets quietly ignored. In February 2026, the Cyprus Mail revealed that 31,190 out of 66,711 registered employers in Cyprus lack mandatory EL insurance. That's 47% of all employers operating without the coverage the law demands.
Labour Minister Marinos Mousiouttas confirmed the figures and called for immediate compliance. MP Nikos Georgiou stated: "Only 50 per cent of employees are insured in the event of an accident while performing their work."
Coverage Minimums
- Per employee: EUR 160,000
- Per incident: EUR 3,415,000
- Per insurance period: EUR 5,125,000
Display Requirement
Once you have EL insurance, you must display the certificate prominently at your workplace. Failing to display the certificate carries a separate fine of EUR 3,000.
Cost
Cost Employers liability insurance starts from EUR 75 per year at DigiCare. The exact premium depends on your industry risk category, number of employees, and total payroll. Construction companies pay more than office-based consultancies because workplace injury risk is higher.
Which Professions Require Professional Indemnity Insurance in Cyprus?
Lawyers
Mandated by Cyprus Bar Association for all practising advocates
Accountants & Auditors
Required by ICPAC for all licensed practitioners
Architects & Engineers
Required by ETEK for licensed professionals
Insurance Intermediaries
Mandated by Insurance Companies Control Service (ICCS)
Real Estate Agents
Required under real estate agency licensing regulations
What About Other Professions?
PI insurance isn't mandatory for IT companies, management consultants, or marketing agencies, but it's a smart investment. If a client claims your professional advice caused them a financial loss, PI insurance covers your legal defence and any damages awarded.
Professional indemnity insurance starts from about EUR 378 per year for a freelancer with EUR 75,000 turnover. Rates increase with your revenue, number of clients, and the nature of your professional services.
How Much Does Business Insurance Cost in Cyprus?
Here's what drives the price: number of employees (more staff means higher EL premiums), annual turnover (higher revenue generally increases PI and PL premiums), industry risk category (construction pays more than office-based businesses), claims history (previous claims can increase your premiums), and coverage limits (higher limits cost more but offer better protection).
Business Insurance Cost Scenarios by Business Type
| Business Type | Policies Needed | Estimated Annual Cost |
|---|---|---|
| Tech startup, 2 employees | EL + Cyber add-on | ~EUR 133/yr |
| Retail shop, 5 staff | EL + Public Liability | ~EUR 400/yr |
| Construction firm, 10 workers | EL + PL + Motor fleet | ~EUR 1,310/yr |
| Freelance consultant | Professional Indemnity | From EUR 378/yr |
| Office business, 3 staff | EL + PL | EUR 150-450/yr |
Estimates based on DigiCare broker experience. Bundle discounts of 15-25% available when combining two or more policies.
These are starting estimates. Your actual premium depends on the specific details of your business. Many insurers offer bundle discounts when you combine two or more policy types. Ask your broker about available discounts for your business.

Beyond the three mandatory types, several optional policies protect against risks that could shut down your business overnight.
Public Liability Insurance
Public liability insurance isn't required by law for most businesses, but it's required in practice. Many landlords refuse to hand over the keys until PL coverage is in place. Government tender contracts often require it too.
PL insurance covers claims from third parties (customers, visitors, or members of the public) who are injured or whose property is damaged because of your business activities. It starts from EUR 250 per year at DigiCare.
Cyber Insurance
In February 2026, the Cyprus Mail reported that 53% of Cyprus businesses suffered a cyberattack in 2025, up from 47% in 2024. The average cost per incident was EUR 12,000.
If your business handles personal data, you're also subject to the General Data Protection Regulation (GDPR), enforced in Cyprus through Law 125(I)/2018. A data breach can trigger regulatory fines on top of the direct costs of recovery and notification. Cyber insurance covers breach response costs, legal fees, regulatory fines, and business interruption losses. It starts from EUR 58 per year as an add-on.
Directors and Officers (D&O) Insurance
D&O insurance protects company directors and officers from personal liability claims. If a business decision leads to financial loss for shareholders, creditors, or employees, directors can be sued personally. D&O insurance covers legal defence costs and settlements.
Business Property Insurance
If your business owns or leases commercial premises, property insurance covers damage from fire, flooding, theft, and natural disasters. Under Cap 224 Part IIA, buildings with five or more jointly owned units are legally required to insure against fire, lightning, and earthquake.
Business Interruption Insurance
This covers lost income if your business can't operate because of an insured event (fire, flood, major equipment failure). It pays your fixed costs, like rent and salaries, while you recover.
Group Health Insurance
Offering group health insurance helps attract and retain employees, especially in competitive sectors like tech and finance. We covered this in detail in our group health insurance guide for Cyprus businesses.
How Much Do Employers Pay for Social Insurance and GeSY in Cyprus?
Important note: Social insurance and GeSY are government-managed payroll contributions administered through the Social Insurance Services and your accountant. They are not commercial insurance policies purchased through a broker. DigiCare does not handle social insurance registration, but we include this section because it is a mandatory cost every employer must budget for alongside commercial insurance.
Employer Contribution Breakdown

|---|---|---|---|

| Redundancy Fund (RF) | 1.2% | No cap | Administered by Social Insurance Services |
| HRDA Levy | 0.5% | No cap | Human Resource Development Authority |

Self-Employed Rates
Self-employed individuals pay 16.6% of their estimated earnings in social insurance contributions (the rate increased from 15.6% on January 1, 2024), plus a separate 4.0% GeSY contribution on their income.
Registration Timeline
You must submit Form YKA2 to the Social Insurance Office within one month of hiring your first employee. Late registration can trigger penalties and back-payment of contributions with interest.
What Happens If Your Business Doesn't Have the Right Insurance?
The 47% non-compliance rate reported by the Cyprus Mail suggests that enforcement has been inconsistent in the past. But Labour Minister Marinos Mousiouttas's public statements in February 2026 signal that inspections and penalties are expected to increase.
Employers liability (no insurance)
Fine up to EUR 1,500, or 12 months in prison, or both. This penalty comes directly from the Employer's Liability (Compulsory Insurance) Law 174/1989.
Motor vehicle (no insurance)
EUR 3,000 fine, one year in prison, and a six-month driving licence suspension under the Motor Vehicles (Third Party Insurance) Law Cap 333.
EL certificate not displayed
A separate fine of EUR 3,000. Even if you have the insurance, failing to display the certificate at your workplace is a standalone offence.
Social insurance evasion
Penalties include back-payment of all unpaid contributions plus interest. The Social Insurance Services can pursue criminal prosecution for persistent non-compliance.
Professional services without PI
Loss of your professional licence and the right to practise. For lawyers, accountants, architects, and other regulated professions, this means your career stops.
The Complete Business Insurance Checklist for Cyprus
Here's the step-by-step process for getting your business insurance in order, aligned with the company registration timeline.
Register your company.
Complete company formation at the Department of the Registrar of Companies and Intellectual Property. This includes name approval, filing the memorandum and articles of association, and registering for tax.
Register for social insurance.
Submit Form YKA2 to the Social Insurance Office within one month of hiring your first employee. Your accountant can handle this, but the legal responsibility is yours.
Get employers liability insurance.
This must be in place before your first employee starts work. It's the most commonly missed step, and the one with criminal penalties. Starting from EUR 75 per year.
Insure company vehicles.
If your business owns or uses any vehicles, you need at least third-party motor insurance. This is a separate requirement from your personal car insurance.
Assess recommended coverage.
Based on your business type, evaluate whether you need public liability insurance, professional indemnity insurance, cyber insurance, D&O insurance, or business property coverage.
Display your EL certificate.
Once you receive your employers liability insurance certificate, display it prominently at your workplace. This is a legal requirement with a separate EUR 3,000 penalty for non-compliance.

Start Your Business Right: Get the Insurance That Protects It
Business insurance in Cyprus isn't complicated, but the consequences of getting it wrong are. Employers liability is mandatory from day one if you have staff. Motor insurance is mandatory if you have company vehicles. Social insurance contributions are mandatory from your first hire. Everything else is a risk-based decision.
At EUR 75 per year for EL insurance and EUR 250 for public liability, the cost of being properly covered is minimal compared to the fines, legal costs, and operational disruption of operating uninsured. And with enforcement expected to increase following the Cyprus Mail's February 2026 exposé, the risk of getting caught is rising.
