How much does public liability insurance cost in Cyprus?
I get asked this daily, so here are real numbers. A standalone public liability policy in Cyprus runs around €250 per year on average. Already have employers' liability? You can bolt on PL cover from just €50 per year. What you'll actually pay depends on your business type, turnover, headcount, and how much foot traffic your premises see.
| Your Business | Estimated Annual Premium |
|---|---|
| Small office or consultancy | €150-250 |
| Retail shop or cafe | €200-350 |
| Restaurant, hotel, or bar | €300-500 |
| Construction or trades | Quote required |
| Add-on to existing EL policy | From €50 |
Premiums shown are indicative figures based on publicly available broker market data (Pitsas Insurances). Actual rates depend on your insurer, business profile, and risk assessment.
What does public liability insurance cover?
What's covered
Bodily injury to customers, visitors, and the public
Accidental damage to third-party property
Legal defence costs, even for unfounded claims
Premises incidents like slip-and-fall or falling objects
Operations away from your premises
Product liability (often included as an extension)
What's not covered
Employee injuries (that's employers' liability insurance)
Professional errors or bad advice (that's professional indemnity)
Motor vehicle liability
Intentional or criminal acts
Cyber-related claims
Typical limits of indemnity
Policy limits are customisable, commonly set between €100,000 and €2,000,000 depending on your business. Holiday rental operators must carry a minimum of €100,000 under Law 34(I)/2019 (many insurers recommend €500,000+). If your contracts call for higher limits, we'll arrange cover to match.
Who needs public liability insurance in Cyprus?
Any business where a customer, visitor, or passer-by could get hurt or have their property damaged. It's not legally required for most businesses, but plenty of contracts and landlords won't let you operate without it.
Hospitality & restaurants
High footfall, higher risk. Slip-and-fall injuries, food poisoning claims, burns from hot surfaces. In our experience, restaurants and hotels typically pay €300-500 per year for this cover.
Construction & trades
Property damage on site happens more often than people think. Most developers and main contractors won't hire subcontractors without proof of PL cover. Premiums here are quoted individually because the risk profile varies so much.
Retail & shops
Customers tripping over displays, shelving units falling, broken glass. Moderate risk, moderate premiums in the €200-350 range.
Offices & professional services
Lower risk, but international clients and co-working spaces often want proof of public liability before signing a lease. A policy from €150 per year ticks that box.
Holiday rental operators
This is the one that catches people off guard. Under Law 34(I)/2019, public liability insurance is legally required. Non-compliance carries fines up to €5,000 and imprisonment of up to 1 year. Minimum coverage is €100,000.

Public liability vs employers' liability vs professional indemnity
These three get mixed up all the time, so here's the short version. Public liability covers claims from customers and visitors. Employers' liability covers claims from your employees. Professional indemnity covers claims from clients who say your advice or work was negligent. Most businesses need at least two of these, and we regularly set clients up with all three bundled together.
| Public Liability | Employers' Liability | Professional Indemnity | |
|---|---|---|---|
| Covers claims from | Customers, visitors, public | Your employees | Your clients |
| What it covers | Injury and property damage | Workplace injury and illness | Professional errors and omissions |
| Required by law? | No (except holiday rentals) | Yes (Law 174/1989) | Some regulated professions |
| Typical cost | From €250/yr | From €75/yr | From €650/yr |
Bundle public liability with employers' liability and save up to 25%. We arrange this daily for business clients across Cyprus.
