Cyprus fleet policies come in three tiers, and the smart move on a mixed fleet is to mix tiers per vehicle. Older lower-value vans on Third Party Only, newer customer-facing vehicles on Comprehensive. Same fleet, same renewal date, right cover per vehicle.

Third Party Only (legal minimum)

Covers bodily injury and property damage to third parties at the Cyprus statutory minimum of €38.6M / €1.3M per event. No own-damage cover, no fire, no theft.

Best for

Best for older lower-value vehicles, courier scooters, owner-driven small fleets where the vehicle's market value is below the cost of comprehensive premium.

Third Party, Fire and Theft

Adds vehicle loss or damage caused by fire, lightning, explosion, theft, and attempted theft, paying up to the vehicle's market value. Still no cover for accidental damage you cause yourself.

Best for

Working vans where a total loss would hurt the business, but minor parking knocks are absorbed by the company rather than claimed.

Comprehensive

Everything in Third Party Fire and Theft, plus accidental damage (including malicious damage by third parties), riot, flood, earthquake, and natural perils. Includes a €500 windscreen sub-limit with no excess and new-vehicle replacement if a vehicle under 12 months old is written off.

Best for

Most fleets, especially newer vehicles, taxis with high utilisation, customer-facing branded vans, and corporate sales fleets.

Vehicle damage and loss

  • Accidental loss or damage to any insured vehicle, including malicious damage caused by third parties

What fleet insurance does NOT cover

Driver, use, and licence exclusions

  • Driver not specified as an authorised driver on the policy schedule

  • Vehicle used outside the declared limitations as to use

  • Driver without a valid licence or in breach of licence terms

  • Damage caused by an intoxicated driver (alcohol or drugs)

Vehicle, mechanical, and wear-related exclusions

  • Mechanical or electrical breakdown, computer programming errors

  • Wear and tear or loss of value

  • Damage to tyres caused by braking, bursts, or puncture cuts

  • Liability arising from operation of the vehicle as machinery while firmly immobilised

Property, goods, and employee exclusions

  • Goods being transported by the vehicle: couriers and hauliers need a separate Goods in Transit policy

  • Injury to your employees in the course of employment: covered by Employers' Liability Insurance, mandatory under Law 174/1989

  • Property in the care, custody, and control of the insured or driver

  • Damage by vibration to bridges, weighbridges, flyovers, viaducts, road, or anything beneath

General exclusions

  • Loss caused by fraud or deception

  • Intentional acts, war, nuclear, and terrorism (except statutory minimum)

  • Pollution, except sudden accidental discharge during the policy period

  • Vehicles on airport premises, except in public access areas

Cyprus legal requirements for commercial vehicles

Fleet insurance in Cyprus is not optional. Every commercial vehicle on a public road has to carry third-party motor cover under the Motor Vehicles (Third Party Insurance) Law of 2000, Law 96(I)/2000, most recently amended by Law 167(I)/2023, which implements EU Directive 2021/2118. The Department of Road Transport's electronic system blocks road tax renewal automatically if active insurance is not on file, so a single uninsured vehicle freezes that vehicle's legal use until cover is restored.

Adding vehicles mid-term: how it works

Cyprus fleets grow and shrink through the year, and one of the practical reasons to use a fleet policy in the first place is that mid-term changes are paperwork, not new contracts.

Send the registration, declared value, intended driver(s), and use class to your DigiCare broker.

Endorsement and cover note

We endorse your fleet policy and issue a cover note, usually within the same business day.

Premium adjusts pro-rata

Your premium adjusts pro-rata for the remaining policy term, and the new vehicle renews with the rest of the fleet at the next annual date.

You can cancel a fleet policy and receive a pro-rata refund of unused premium, provided no claim has been made in the policy year. The insurer can cancel by giving you 7 days' written notice.

Tax treatment of fleet insurance premiums in Cyprus

Fleet insurance is a deductible business cost in most cases, but the deduction is conditional. Here is what your accountant will want to confirm.

  • VAT: Insurance premiums are VAT-exempt in Cyprus, in line with EU VAT Directive Article 135(1)(a). You will not see VAT on your fleet premium.

  • Corporate income tax: Commercial vehicle insurance premiums are generally deductible as a business expense, provided the vehicle is registered with the Department of Road Transport as a commercial vehicle and used wholly and exclusively for the business.

  • Vehicle classification: Private motor vehicles are non-deductible regardless of business use. Confirm with the RTD that each vehicle on the fleet schedule is registered as commercial before assuming a deduction applies.

  • 2026 rate context: Cyprus's corporate income tax rate increased from 12.5% to 15% effective 1 January 2026, in line with the OECD global minimum corporate tax framework.

Fleet insurance for different business types

Every fleet rates differently because every business uses its vehicles differently. These are the patterns I see day to day at DigiCare.

Courier and last-mile delivery fleets

Multi-vehicle vans plus scooters, often with high driver turnover, so any-driver-over-25 rating is common. Goods in Transit is essential alongside the fleet, because the policy never covers the goods carried. High utilisation rates the fleet heavily on claims experience.

Taxi and hire-and-reward operators

Hire and reward use class has to be declared explicitly; getting this wrong voids cover. Passenger Liability is scrutinised at underwriting, and tourist-season peak demand affects both utilisation and accident frequency.

Construction and trades fleets

Mixed vehicle fleets (lorries, vans, special-type vehicles, cranes) need careful classification, especially for tools-of-trade liability. Most construction businesses bundle Employers' Liability, fleet motor, and Public Liability with one broker so the cover lines up.

Service vans (HVAC, plumbing, electrical)

Small fleets in the 3 to 6 vehicle range, usually with multiple technicians needing to drive any vehicle. Often family businesses. Public Liability typically pairs alongside the fleet motor cover for on-site work.

Sales and corporate fleets

Lowest-risk class: executive saloons, named experienced drivers, often Comprehensive cover with a low excess as a perk-car arrangement. Premiums per vehicle tend to be the lowest in the fleet market.

Logistics, freight, and HGV operators

Cross-border EU driving is routine, so Green Card cover and the Comprehensive-in-Europe extension are normal. Goods in Transit is essential. Vehicles over 3.5 tonnes sit outside bundled road assistance, which is added as an extension.
