How Cyprus road tax is calculated
System 1: Registered before January 1, 2014 (engine size)
If your car was first registered in Cyprus before 2014, you pay based on engine capacity in cubic centimetres (cc).

The EUR 1,500 annual cap applies to this system. Even if your classic car has a 5,000cc engine, you won't pay more than EUR 1,500 in base road tax.
System 2: Registered January 1, 2014 to December 31, 2018 (CO2 emissions)
Cars registered during this window pay based on their CO2 emissions in grams per kilometre.

This system is progressive — each band is charged separately, not the whole figure at one rate. A hybrid at 90g CO2/km pays just EUR 45 a year; a 200g SUV pays about EUR 500. The EUR 1,500 annual cap is only reached above roughly 300g CO2/km.
System 3: Registered from January 1, 2019 onward (CO2 + one-time registration surcharge)
The annual road tax still uses the same CO2 rates as System 2. What changed in 2019 is a separate ONE-TIME surcharge, paid once when the vehicle is first registered or imported into Cyprus. It is based on the Euro emission standard and fuel type, and it replaced the excise (consumption) duty abolished on January 1, 2019. It is not added to your yearly bill.

This surcharge is paid ONCE at first registration, not every year. A Euro 4 diesel imported from the UK pays a one-time EUR 600 surcharge on registration; its annual road tax is still calculated only from its CO2 emissions.
