What is the Yellow Slip (MEU1) in Cyprus?

The Yellow Slip is a paper Registration Certificate (MEU1) issued by the Civil Registry and Migration Department (CRMD) to EU, EEA, and Swiss citizens who plan to live in Cyprus for more than three months. It confirms your right to reside and work under EU Free Movement Directive 2004/38/EC and Cyprus Law 7(I) of 2007, known formally as the Right of Union Citizens and their Family Members to Move and Reside Freely Law.

Some Cypriot lawyers also call the document a "Registration Certificate of Union Citizen". Both names point to the same form.

The Yellow Slip is not a visa, not a Schengen travel card, and not a work permit. EU citizens already have the right to enter and work in Cyprus under EU treaty law. The MEU1 simply registers that you live here. Cyprus is not part of the Schengen Area, so you still need your passport whenever you travel into the EU mainland.

What is the MEU1 Cyprus Health Insurance Requirement for EU Citizens?

The MEU1 Cyprus health insurance requirement only applies to EU citizens who are not already employed in Cyprus. Employed applicants are covered automatically through social insurance contributions and the General Healthcare System of Cyprus (GeSY). Non-working applicants must show comprehensive sickness insurance (CSI). What this means for EU citizens

What Documents Are Required for the Yellow Slip?

To apply for the Yellow Slip you need a valid passport or EU national ID, two passport photos (35 by 40 millimetres), a Muhtar-certified rental contract or proof of address, a six-month Cyprus bank statement, and proof of your residency basis (employment, self-employment, study, or financial independence). Documents from other EU member states are accepted without an Apostille under EU Regulation 2016/1191.

How to Apply for a Yellow Slip Step by Step

The application is made in person at the District Aliens and Immigration Unit (DAIU) of the Civil Registry and Migration Department in your district. Postal submissions are not accepted. Yellow Slip vs Pink Slip: Which One Do I Need?

If you hold an EU, EEA, or Swiss passport, you need the Yellow Slip. If you hold any other passport, you need the Pink Slip. The two documents come from different legal frameworks and have very different rules on validity, work rights, and health insurance.

What Happens After You Receive Your Yellow Slip?

The MEU1 does not expire. You keep it indefinitely as long as you're an EU citizen. The MEU2 issued to non-EU family members expires after five years and has to be renewed. After five years of continuous lawful residence, both EU citizens and their family members can apply for the permanent MEU3 certificate.

UK nationals who arrived in Cyprus before 31 December 2020 keep their residence rights under the EU-UK Withdrawal Agreement, but their paper MEU1 or MEU3 must be converted to the new biometric residence card by 3 August 2026. UK nationals who arrived from 1 January 2021 onwards must apply through the Pink Slip path instead.
